Documentation Document Is Classified Using Publication Section
The publication section is used to sort and categorize documents. Without publication
sections defined, documents will not show up in predicate lists, indices or related documents
and are hard and maintain.
Note that without setting a group on a document you may not be able to change a documents workflow state (can't publish for example)
All documents must have publication section declared if it fits into
an one of the following:

All documentation documents must have one of the following defined:
- HowTo
- Guidelines
- Tutorial
- Design Document
- FAQ
- Technical Note

Documentation should also include at least one of the following:
- Documentation/User
- Documentation/Developer
